Humanity is governed by ethics. As it is said
"Ethics is above any law" and therefore, an ethical act is always
admired. So what does an ethics means. Different people may have their own perception about
ethics. So how can be ethics defined? For me it is an outcome in behavior as a
result of good conduct with all involved parties which have been practiced
since childhood till present time obeying general norms of social culture,
tradition, religion and so on. But here arises a question. What if you are born
in a society where corruption prevails, culture where money is worshipped,
religion where prosperity from whatever means is always praised and a tradition
where wrong act is nourished? For most of them who bypass the rules or make
his/her ill intention come true using the loopholes that exist in laws, acts,
and rules, you may call it "smartness" but for me it is "arrogancy".
"Character is like a tree and reputation like a
shadow. The shadow is what we think of it; the tree is the real thing",
quoted by former US President Abraham Lincoln. So what if you find corruption
in behavior? What does it mean in public administration? Simply, it represents
to them who are morally degraded. This problem is deeply rooted in bureaucracy
which is restricting smooth operation of general administration (eg. lengthening
time period of decision making to prove power of holding a position) and economic
administration (eg. emptying allocated budget by whatever means available). It
prevails in both fully and partly government owned organization.
Unethical conduct has been a trend now. Surfacely,
in context of countries like Nepal, there is an urgent need to revoke this type
of ill behavior which is deep rooted in
our society, with a slogan "Overriding arrogancy to empower ethical
conduct" which can be achieved by promoting two simple action plans and
steps – "Speak Out" & "Strict adoption of time
schedule".
